[IRCA] TP for 13 Sep2011 from Victoria: Terrible conditions continue

Monitored this morning between 13:10 and 13:45 UTC.  Terrible conditions
continue, as could easily be seen by Nick's DX Fishbarrel.  Once again, the
best I got were some threshold audio, or very weak audio.  Primarily from
DU, although there were also hints of Asiatics, at least by frequency.  A
very modest DU dawn enhancement occurred at around 13:30.  SF 124, A 24
(back on the rise again), and K of 3.  No solar storms reported or
predicted.  As always, "6" unless otherwise noted.  Once again, there's
