[IRCA] TA trace west coast N. America

Definite carrier audible (though with Doppler smearing when seen with 
Spectran) at 0335 UT on 1566 kHz (Benin?); noted on Cortes Island, BC 
with a 10m per side delta loop ALA100 at 80 degrees.  Not finding 
anything else though.
