[IRCA] TP's for 02/12/11

Listened from 1345-1401 utc.  JOUB 774 very weak.  HLAZ 1566 weak.  CRN1 China 1593 the best signal of the three heard. 
Weak signal, but rose to fair for a few seconds and faded at 1400 utc.
