[IRCA] WRAY-1250 running day power late

WRAY-1250 in Princeton, Indiana is on its 1 kw daytime facility after sunset 
again.  Noted at 1905 ELT with end of weather forecast: "I'm News 25 
meteorologist ------- on 1250 WRAY", then into the Mike Gallagher Show.
