[IRCA] not TP for 27 Nov from Victoria, BC.

Ouch...even worse this morning in spite of a nearly dead geomagnetic field.

828 seemed the most consistent after 1500UT, but pretty much a low 
level burble.   It didn't seem to sign off at 1520 this 
morning.   648 and 774 showed audio traces, as did 972 and 1287 later 
(closer to 1600UT).
