[IRCA] Help with station on 1310 khz

Hello To All

Heard a station last night on 1310 khz that drifted in and out a few times 
with a strong signal on peaks playing tropicale type music and Spanish talk, the 
talk not lasting long nor with any details divulging what station this may be. 

Wondering if anyone else had heard this around 3:20 UTC last night. It was 
mixing off and on with WLOB in Portland,Maine
