...and yes, that may indeed have something to do with WWVA operating on 
reduced facilities and both stations' common owner attempting to give 
WWVA as clean a shot as possible to reach out with reduced power.

At least as of this afternoon, those "reduced facilities" at WWVA 
consisted of the stub of one of the towers and some guy wire strung 
between that tower and the stub of another tower (with an insulator at 
the far end, of course.)

Sort of an inverted-L configuration, being fed with 5 kW.
