Freshwater's list isnt the endall beall, you need to rely on the FCC's list.

WZUM IS on the FCC's Silent list. I just checked, but WPGR is not

However, WPGR does have an STA to be silent:

WZUM has a Silent Notification on FIle, dated march 29, 2010
