[IRCA] KTRP 1130 kHz 50 kw days

Just read on the Portland PDX forum that KTRP has applied for
50 kw days.  Also read that they want another 6 months to get on
the air.  Have not heard them testing lately.  Was in November when
I first heard them testing.
