[IRCA] TP for 16 Mar from Victoria, BC

Started quite a bit earlier today (1300UT), but because there wasn't much time,
I did a quick scan then, and again at 1340, 1355 and at 1410UT. Judging by
what Dennis heard, it might have been better to have spent more time at the
radio, and turned up late for work, hi.

Big surprises were JOAB-693 (usually covered by CBU splash) and JOKR-954 quite
strong and quite early, putting the lie to my recent statement that it was only
heard around/after local sunrise.

pretty darn good audio (all of it understandable by a native speaker, at least
briefly):

279 R. Rossii
774 JOUB
828 JOBB
1566 HLAZ

reasonable audio at times during the period (much of it understandable by a
native speaker, though often battling w/splash or noise):

594 JOAK
747 JOIB
873 JOGB //828
954 JOKR w/JJ talk by man at 1344UT
1287 JOHR JJ talk at 1355UT
1575 VoA assumed, later on

not so reasonable audio, occasional words or phrases in splash or noise could be
understood by a native speaker

189 R. Rossii //279
234 R. Rossii //279
567 JOIK //594
603 HLSA presumed w/mx
666 JOBK //594
693 JOAB //828
972 HLCA
1134 JOQR assumed; mx not //972 or 4460

Burbles in the splatter and noise (if lucky, language might be guessed at by
cadence of talk, or parallel established by changes in talk or music) :

153 R. Rossii //279
738 seemed Asia per direction
846 JOCP //594
1008 sounded like JJ talk; JONR?
1377 seemed //4460, so CNR-1
1422 likely JORF?
1494 ?? at 1411UT
1503 JOUK //567

Strongish het, no audio (either undermodulated or ravaged by splatter):

936, 1053

best wishes,

Nick
