[IRCA] Red River Floods

I'm not sure if they are as bad as they were last Spring but I saw the
first report so far this Spring of flooding around Fargo, ND / Moorehead
MN.  20 Feet above flood stage with a crest on Saturday.  

After saying a prayer for folks in that region (and the Northeast, Chile
and Haiti), maybe try 790 ND and 1100 MN to see if they are running day
powers AN due to the emergency.
