[IRCA] Arizona TPs for 12-17-09

Listened from 1355-1425 ut and conditions was better than yesterday.  All audio and carriers were on the bottom part of the band and conditions was the best at local sunrise.  The carriers were: 279, 531, 594, 603, 648, 657, 693 and 774.  The only audio was JOUB-774 heard at 1421 ut with a woman in JJ.
