I don't see how it could be anything but CHRB. It seems like they have taken over nearly all of the former skywave coverage area of WRVA. WRVA used to be alone here, now CHRB is usually alone. 
 
Last night I was getting CHRB as strong as Detroit & Toronto, and within 5 dB of Chicago & Cincinnati. ID of sorts "Southern Alberta's community radio station, AM 11-40" Playing country around 2-3 AM, with promos for Tradio & The Morning Show. But religion in the evening is typical for them. 73, George S., MN
