[IRCA] not TP for 3 Dec from Victoria, BC
Impressively poor conditions this morning, listening from 1450 UT, and then it just got worse, no sunrise lift at all.
Heard 828 with audio (not great) earlier, 1566 and 1098 with good carriers, and didn't see any evidence of 1287 as Walt did.
Guess the TAs burnt out the ionosphere.
