I still don't think that would allow them to be on before 6am at this time of year.  PSRA starts at 6am to fill the gap between 6am and "power-up" or sign-on in the darker months.  As someone pointed out, they may have been testing, but the engineer seemed unaware of it.  I think they boo-booed.

A PSA ( or PSSA ) is independent of a station being daytime-only. A PSA
(or PSSA) will also not necessarily be shown in the FCC records. Many
were never converted over when the current database was created. many
others were lost. At one time, these were entirely handled via fax, and
the records are skimpy.

IIRC, since when I lived in NJ and this station came on the air
initially while I lived there ( granted this is 35+ years ago, so my
recollection may not be completely accurate ) they did at that time
have a PSA - at which time there weren't PSSA's yet.

Bottom line, we don't really know for certain that they don't have one,
and there's no easy way to find out.
