The FCC doesn't care what callsigns are shown for Canadian stations in its database. The only reason they (and Mexican and Caribbean stations) are even in there is to provide the information that US stations need in order to provide the protection to Canada that international treaties require. That requires updated engineering data; the callsigns are just there for convenience, and very little effort is put into keeping them updated. (The source of record for Canadian calls and operating status is Industry Canada's BASERAD database, which is a bear to work with.)

Because of the way those treaties are written, Canada gets protection for its AM stations even after those stations go silent - and that means engineering records for those stations have to be maintained in the FCC's CDBS database, complete with the last known callsigns. So CKOM appears in the database on both 1250 and 650 - and will continue to do so as long as the current rules remain in effect.
