[IRCA] KEVT Test et al

I see a number of "maybe" receptions of the KEVT test, including my 
own, which will probably never be resolved one way or another.

Hence, a modest proposal for future DX tests:  If you're in a position 
to hear a test easily, don't just take a quick listen and stick it in 
your log.  Record the whole thing, or at least as much as you're able 
to, and then you'll be able to help us poor blighters who are in less 
favorable locations figure out if we heard the test.
