[IRCA] TPs for 23 Nov

Not too exciting, I'm afraid; lots of weak carriers, but not much 
delivering audio.  Lintened around 1445UT and again for about 10 
minutes following 1515UT.

Asian unless indicated otherwise:


Darn good audio, if briefly:  none

Reasonable audio  (though often battling w/splash) 567, 774

Not so reasonable audio, occasional words in splash or noise:   594, 
612 DU, 828, 1044 CRI //7190

Burbles in the splatter: 585, 693, 747, 1098 DU, 1242, 1475 with a 
big carrier, 1575, 1593 seemed to be CNR //5030

strong carrier, no audio:  639, 1503
