[IRCA] NE Oregon TA's, Saturday night

Static isn't quite so bad tonight, and some audio is being heard on some TA 
(transpolar here) LWBC stations.
162 France, 189 Iceland, 198 England with poor/weak audio, 0350-0430 utc.
Poor het on 1134 for a brief time, 0340 utc.

(1181 carrier is very strong again tonight; and the Cuban station on 530 is 
also strong on fadeups, 0400 utc, with news by a female, frequent mentions 
of Cuba.)
