[IRCA] NE Oregon Thursday TPs

Much poorer for TPs today. Only a couple freqs produced any audio. 828 
started out with Asian audio at 1230 utc; later at 1238 there was a mix of 
Aussie and Asian, and a few minutes later was only Aussie. 1116 had poor 
English talk, 1241 utc. 774 had poor English talk, 1257-1301 utc.
LWBC Russians weak to medium, 279, 234, 189, 180, 153.
