[IRCA] WBT IBOC test

I've been exchanging e-mails with WBT's Bill White. They were on their 5 
kW backup transmitter a few minutes before the top of the hour (which 
would explain why I couldn't hear them as well). Now back to the full 50 
and LOUD here in Rochester on the Sangean HDT-1 (12:05 AM).

No sign of any HD yet - either on the HDT-1, or as hash on KMOX/WTAM on 
the Sony 2010.
