[IRCA] NYC flooding update - WLIB on low power ND

Sorry to not have posted this earlier, but my net access is limited this 
week...

Per the CE of WLIB, they're at 2.5 kW ND for now because one of their 
towers is flooded above the base insulator. I'm not sure yet what the 
status of the other NYC AMs in the Meadowlands might be...most of their 
engineers are out here in Las Vegas for NAB, just as I am!
