[IRCA] TAs from the west coast

Things started really well, but somewhere along the way the bottom fell out.  1215 was providing audio around 02:40 UTC but now at 03:00 there's barely a whisper.  For what
it's worth, here's a list of audible hets so far (and most are 1 or 2s):

567, 675, 756, 765, 1053, 1089, 1107, 1134 (a 4), 1179, 1215, 1251, 1269, 1296, 1359, 1422, 1512 and 1521.
