[IRCA] TPsc for 03-11-07 0700 UT hour

A brief band scan for TPs during the 0700 UT hour revealed weak audio on 846 kHz.  Assuming Radio Kribati.  Level 4 carrier on 738, but a level 5 carrier on 1503.  JOUB 774 had a level 3 carrier at the best.  Will be back at the dials around 1315 UT.
