This was too strong to be a pirate, methinks.  The WSRF website lists 
"independent programming" at that time, but they do appear to carry quite a 
bit of French programming for the Haitian community, so it seems very likely 
it was them.  Unneeded anyway, as they were fairly common here a few years 
ago.
