[IRCA] Radio Rossi 180 kHz

Radio Rossii 180 kHz in at 0953 UT with man in RR and weak signal.  Fair signal at 1013 UT with woman in RR.  JOUB broke through with audio at 1017 UT with woman in JJ and music.  Weak signal.  Will return at 1500 UT and try for some dawn dehancement.
