[IRCA] 1610 mystery

Years ago I used to do some UTE listening, and it seems to me that someone (Rick Baker?) logged a "mystery station" on 1610, that turned out to be the USACE in Buffalo, NY doing some kind of frequency measurements(?) Details lost due to old age, hi!
