[IRCA] TP down

TP conditions seem to be down this morning.  Still lots of weak 
carriers, but reasonable audio is harder to come by.  Even 774 has 
been uncharacteristically quiet at times, and there was a moment when 
even 1566 didn't have a carrier.

1475 has a big carrier, but no audio yet.
