[IRCA] 1540 New Bern, NC construction permit?

1540 (NC?)  New Bern?

I have an open carrier of a bearing and signal strength that suggests a CP in New Bern, NC, testing.

Or a field intensity transmitter closer in to Grifton, NC.

Has anyone the tools to see if the FCC has issued a license for a field intensity transmitter on 1540 in this area?

No ID despite semi-continuous monitoring 1600 - 1745 EDT as skywave begins to predominate.
