[IRCA] TP: Sept 21: Mediocre

I'm with Walt...

The cx were generally low-average with the Japanese Big Guns down 
some. China did seem to come up a bit late.  The last few mornings, 
I've been noting a new off-channel signal which seems to appear late 
in dawn enhancement... 1584.04.

Other items of note... I happened to catch an antenna and language 
shift in HLAZ-1566 at 1345, including an ID in standard Chinese after 
the shift. Neat.

Lastly, I've been watching 540 at dawn, hoping to finally hear a TP 
on this channel from here on nearly land-locked Orcas Island (after 
Canada fades out.)  This morning I caught what must be a new TIS on 
540 in Bellingham, WA (15 miles east of me on the mainland) Caught a 
partial ID, sponsored by the Washington Department of Transportation 
and the construction scheduled to be completed in mid(?) 2007. POO!
