[IRCA] 1503 is KSJX 1500 not Japan

Hello,

Correction:

1503 was not Japan, it was KSJX San Jose.  Found out the passband offset was set to the left.  Tuned the JRC and found the same signal on 1500 kHz.  The DU under the JJ was actually a domestic station.
