[IRCA] KMPH 840 testing

I've noticed KMPH-840 Modesto has been running Urban/Hip Hop/BLK music.  No 
ads; just shuffle the CD player with quick KMPH Modesto IDs inserted. 
Signal strength has varied, so likely testing day/night facilities.  There 
have been some silent periods.
