[IRCA] WestList updated

The AM-DX.COM WestList has been updated again.  I've finally built a system
that will automatically download the information from the FCC, parse it out
in the necessary formats, add HTML, and upload it.  Takes about eight hours
start to finish, all unattended.

For what it's worth, I also maintain a mirror site in case the main site is
offline.  I'm working on getting the routing and DNS set so it's a seamless
fallover.

http://emlis.pair.com/emond/  is the URL for the mirror.  It is updated just
as the main site is.
