[IRCA] Patrick - Solution to QSL wow's for DX tests

Here's an idea. How about having a member the "official" QSL guy? Someone
like myself. I have lots of time, and I could fill out the cards for correct
reports. Just don't worry the station about having to do anything except run
the test. I could do it for all the clubs and there would be only one person
to contact.

We (the club) could pay for the printing of a generic style of QSL card. I
could just fill it out and mail it.

It would be simple.
