[IRCA] 2191Hz tone on 720Khz

Last night I received
720 KDWN NV, Las Vegas 11/25 0250 Strong w/strong 2191Hz tone -20db with
steady sidebands abt 100hz on each side (MAS-OR)

I am wondering if anyone has any insight into the 2191Hz tone. It wasn't a
heterodyne as it didn't change it's frequency as I changed frequency.  I
could see it in my spectrum analyzer with little sidebands 100Hz to each
side.
