[IRCA] TP DX in Seattle on Sept 12

Conditions were somewhat OK here today, but not as good as yesterday.  
There were no clear reception patterns - stations mostly peaked at 
different times.

GOOD
774    JOUB, flute music, Japanese woman 1308, briefly good
1566    HLAZ, huge signal but bad electrical noise, Japanese male 
surfaced a couple times briefly 1254

FAIR
828    JOBB, Japanese talk 1305
1053    jammer 1215
1575    talk in unid language 1328, nothing readable at BoH, good signal 
but bad electrical noise

POOR
693    JOAB, bits of talk 1220
747    JOIB, weak talk //774 1309
972    HLCA,weak music 1324
1287    woman talking 1243
