I am far from wizardly when it comes to TP reception.  I dug around and found a web page for you...

It says there is a 200KW station in Vietnam on 729, but following the link to more specific info does not say anything about French language on that frequency.  I found nothing else conclusive, but I was following logic that a country like Vietnam or New Guinea (with historical French ties) would be more likely to be broadcasting in French.  Dunno for sure.
