[IRCA] "Grapevine" Reminder

This is just a quick reminder that the next "Hearing It Through The
Grapevine" deadline is next Saturday, June 4th @ 1500 hours EST.

The 'Grapevine' is not in every issue of the 'Monitor' so it's easy to
forget.

The targets are the State of Colorado and 540 kHz.
