During discussions of the Wobbler, the possibility of unstable power as the cause was raised on this and other lists.  That prompted me to do a Google search for anything on the subject.  The only information I have on the Cuban power system is as a result of that research. 
 
I found several news reports about a major generator failure and resulting problems.  There were reports months later on a lengthy Q&A session held by Castro discussing the continuing power shortage.  Also discovered were some other non-news articles that talked about conditions in Cuban as regards the island power situation.

Do you have access to information on Cuba's bulk power system? One of my
"hobbies" is
studying bulk power systems, real world ones, generally on the level of
our local Progress
Energy power supplier (formerly Carolina Power & Light) and its
neighboring, interconnected
systems.
 
I'm following your Wobbler studies with fascination. Ever since I began
DXing MW BC, in 1955,
I've not been aware of anything bizarre is this situation.
