Michael:

99% sure what you heard is KSJK in Talent (outside of Medford) Oregon.
They are affiliated with Jefferson Public Radio (a story in its own) and
often carry BBC programming.  In fact I heard them within the week with
this programming.  Makes it nice when you're monitoring 1230.  Not many
stations carry BBC there.  Nice catch Mike..........73   don

p.s.  What were you doing up at 4 a.m.?  Man, too cold for me at that
hour :-)..dkk
