One good possibility is XESS-Ensenada BCN.  They just recently moved to 620 & have a format of pop oldies or NOS.  Announcements are in english.  Tough to ID though.  They have been heard in
Southern Calif, here in the SF Bay Area (by me) and in Phoenix....so they do get out.......Tim Hall can probably give better details.
