There is only one TWEB/AWOS station in Canada, on 300kHz; the rest are in the US, for North American stations. Normally all stations send the temperature in Celsius.
If you take the time to actually check the TWEB webpage you will see the many US stations. The one in IL, on 332, was recently activated--temps there could easily be "5degrees Celsius" as Bert is reporting hearing. The other station in MN would also be expected to have similarly cold temps right now.

It would have to be an airport in Canada...they use the metric system there. The temperatures in the U.S. are mentioned in English measurement (ie: temperatures are expressed in Fahrenheit).
