No, it wouldn't.  Canada has that frequency and they do have the option
to put another station on 600 down the road. Even though BC and AB have
vacated 1570, the Warrenton  CP, if built will still have to protect
Canada. Canada has the option to put station(s) back in BC and AB on the
channel.
