Greetings Patrick,
Assuming that your neighbor with the electric fence is close to your QTH, and that there is room to put up a beverage beyond that point, I would suggest a remote fed beverage.
To feed it I would try some direct burial RG-6 coaxial cable ran along the base of the new fence. Place a several turn choke in the coax run every so often to reduce the noise pick up.
In addition , use a toroidal 1:1 isolaton transformer where the coax gets close to your listening position.
Feed the beverage with a 9:1 isolating toroidal transformer.
