No, at the time of my log is was not the other way. It all depends on when you listen (Glenn Hauser, OK, DX LISTENING DIGEST)

These days there is an
excellent signal on 6040 and 9725kHz and no signal on
11935kHz. Or do they change transmitters acc.
to day/night reception
conditions? Perhaps
one of the 3 TXs is broken? (I was listening mostly
between 0600-0900).
