[HCDX] Extragalactic Radio Background
Well, it seems these guys are looking for a serious QSL address. If you want to get this into your logbook too, then all it takes is getting a 3-90 GHz receiver with liquid-Helium cooling at the top of the atmosphere (and a little sophisticated signal analysis).
