Glenn, you are right, thanks for your exact measurements, no doubt anymore on my side. I found it last night too (Sun/Mon). The signal was noticeably better than on Saturday. The talking station was the new Colombian with its probably popular programs “Lectures of the History of Colombia” and “A Horse and a Boy”. All in Spanish, of course. There was a carrier on the lower frequency as well (some 25Hz below), but no modulation at 2330. The similar (or repeated) lectures were heard in the morning when the program ended at 0809 without any announcement and only a carrier remained on the frequency. I was not observing this part from this location in the middle of Europe (no propagation from LA anymore at that time), I was on the KiwiSDR in Bonaire where the signal was very good (max S9+10dB).
It seems they have no ToH IDs, only time announcements heard between the programs (UTC -4h). The official time in Colombia is UTC -5h.

Muchacho". Curiously, at 0504 UTC they announced the time "La 1 y 4
minutos", when in Colombia it was 0 hours 4 minutes. No identification
heard. Very weak here in Reinante, 15321, fair to good via SDR Kiwi
remote receiver in Bonaire.
