There is no information about the broadcast time. As this is a transmission 
with the sole purpose of using the concession for FM migration, its 
transmission must be irregular, just a formality to say that they are active 
for ANATEL. Yesterday at around 2300 UT it was being heard by several radio 
listeners in Brazil and I heard it on the SDR in Brasília.

Rádio Clube de Ribeirão Preto, São Paulo, Brasil, reativa seu antigo 
transmissor em ondas curtas, na frequência de 15415 kHz . Fizeram isso 
porque o governo brasileiro ampliou a lei de migração de rádios de ondas 
médias para FM, incluindo também concessões em ondas curtas e ondas 
tropicais. Isso poderia resultar no retorno temporário de muitas concessões 
de rádio brasileiras inativas em ondas tropicais e ondas curtas. Ao 
reativarem as frequências de ondas curtas e ondas tropicais, solicitarão a 
migração para FM e assim os proprietários ganharão mais um rádio FM.

15415 – I'm hearing a weak station here now (2250 UTC) with male and female announcers in Portuguese. This is consistent with the reported return of R. Clube de Ribeirao Preto, Sao Paulo. (Art Delibert, Maryland)

because the Brazilian government expanded the law for migrating radio 
stations from medium waves to FM, also including concessions in short waves 
and tropical waves. This could result in the temporary return of many 
inactive Brazilian radio concessions on tropical waves and short waves. When 
they reactivate the short wave and tropical wave frequencies, they will 
request migration to FM and thus the owners gain another FM radio.
