Very aware of IRRS, no one knows for sure what transmitter site this is
using, but there are some good suspects

The transmitter signed ion today (June 7th) just a smidge after 1458UTC and
audio soon picked up with an English language talk show, ovbciiusoy based
in the US.. referring to a governor and something they did but without
mentioning who or what. Audio cut out briefly the show picked up then was
interrupted about 1459 with an older male Saying, “This is IRRS Milano
signing on” a few seconds of dead air then the Ugandan program
