I was tuned to 417-USB. Not very far but first time heard. 412-MCW kHz, Nov 13 at 0713 UT, NDB CMY, 30 watts from Sparta / Fort McCoy WI. I was tuned to 410-USB. One wonders how a call with no connexion to the listed location came about? If really on 378, dxinfocentre.com lists only four, in BC, OR, QC and NU, none very likely here. classaxe.com has only the three Canadians, with OR and several more marked out, and none of them, then or now noted with any problem like this.
